I am not sure whether you deal with Wei-hai-Wei

questions, but if not no doubt you will pass this to the

officer concerned.

We are somewhat puzzled by Colonial Office letter

of the 21st December 1932 (92710/32) about Mr. Russell

Brown's service in Wei-hai-Wei. When we had before us in

September last the question of the award of pension to

Mr. Russell Brown on his retirement from the Consular

Service, we consulted the Colonial Office semi-officially

€2 in regard to his service at Wei-hai-Wei from 17.8.1924 to

28.3.1927 inclusive which was not paid for from Imperial

Funds, and we were definitely informed that he had never

held a pensionable office in Wei-hai-Wei The Colonial

Office in their official letter of the 17th November to

the Foreign Office (of which the latter Department sent us

a copy) maintained the attitude that Russell Brown was not

eligible for any superannuation award in respect of his

service
